I have laid before the Secretary of State for Foreign Affairs your letter of the 5th instant, regarding the appointment of consulting engineers for the Canton-Kowloon Railway.

I am to inform you that a copy has been sent to His Majesty's Minister at Peking, who has at the same time been requested to take such steps as he may think fit to avoid undue delay in the construction of the line.
